EXECUTIVE SUMMARY
With the continuing effort to address crime related issues and concern of the Dagupan City Police Station much has been accomplished for the period in review. The noteworthy accomplishments could not only be attributed to the efforts of the Police but also of the participation and cooperation of the community extended to law enforcement. The prevailing peace and order situation in the City of Dagupan is a just manifestation of the renewed partnership between and among the Local Government Units, Non Government Organizations, National Government Agencies, Community and the Police in addressing and combating criminal activities in the city. More importantly, the constant implementation of Anti-Criminality Campaign particularly Police Beat Patrol and Checkpoint Operations being undertaken by this station in the peace and order have greatly contributed to the decrease of crime incidents.
The total crime volume in the city of Dagupan has significantly decreased by 51 incidents from 146 for 01 July 2006 – 30 June 2007 to 95 for 01 July 2007 – to 30 June 2008 due to our efforts in the implementation of our crime prevention. For this year’s crime volume, 46 were Index Crimes and 87 were Non-Index Crimes. Likewise, the Crime Solution Efficiency has increased from 95.70% for CY2007 to 96.41% for CY2008 while the Average Monthly Crime Rate has decreased from 23.70 incidents for CY2007 per 100,000 populations to 14.06 incidents for CY2008. Considering the above stated figures, stable peace and order situation in the province is still in effect.
Significant operational accomplishments of the Dagupan City Police Station for the period 01 July 2007 to 30 June 2008 relative to the enforcement of Special Laws include:
- Arrest and subsequent filing of cases against eighty-four (84) suspects in sixty-five (65) separate operations and confiscation of 30.06 grams of shabu , 99grms of dried marijuana leaves/seeds and paraphernalias for violation RA 9165;
- Arrest and subsequent filing of cases against ten (10) suspect involved in Jueteng Operations in AOR;
- A total of fourteen (14) assorted firearms were confiscated with the arrest of fourteen (14) suspects and subsequently the cases for violation of RA 8294 were filed in court.
- Arrest and subsequent filling of Anti-Flesh Trade against seventy-one (71) GROS and three (3) pimps in ten (10) separate operations from the different night spots within AOR.
- Confiscation of 2328 pcs of pirated CDs and VCDs and 579 pornographic VCDs;
- A total of sixty-two (62) wanted persons were arrested by virtue of warrants of arrest.
